Why Motorcycle Insurance Costs More in Some States

Bar chart of the five states with the most motorcyclists killed per 10,000 registered motorcycles in 2023, against the median state

Motorcycle insurance is priced mostly on injury. In a car crash the vehicle absorbs much of the energy; on a motorcycle the rider does. So the public number that tracks a state's motorcycle claims environment most closely is how often riders there are killed — and that varies a great deal.

The numbers

NHTSA counted 6,335 motorcyclists killed in 2023. FHWA counted 9,516,910 registered motorcycles. Divide one by the other state by state and the rate runs from under 1 to almost 19 deaths per 10,000 registered bikes; the median state sits at 6.7. The highest are Mississippi (18.9), Texas (17.9) and the District of Columbia (15.8). The state ranking has all 51.

Why states differ

Three things move the figure, and only one of them is about how dangerous riding is.

Season. A bike registered in Florida or Texas can be ridden every week of the year; one in Minnesota is parked for months. More riding per registered bike means more deaths per registered bike, even if each mile is no riskier.

Counting. Some states keep motorcycles on the register long after they stop being ridden. Montana issues permanent motorcycle plates, and New York's registration count is far above other measures of its riding population; both states' rates read low for that reason, not because riding there is unusually safe.

Risk. What is left — road design, speed, alcohol, helmet use, how far emergency care is — is genuine risk, and it is concentrated in the South and Southwest.

What it means for your policy

Where injury risk is high, the coverages that protect the rider earn their keep: uninsured and underinsured motorist for when a driver who hits you carries too little, and medical payments for fast payment of your own bills regardless of fault. Neither is usually the expensive part of a motorcycle policy; collision on a valuable bike is. If you are trimming a premium, trim there first, not on the injury lines.

Where the risk is lower, the decisions are more about the machine — whether it is financed (then collision and comprehensive are required by the lender), whether it carries custom parts, and whether a lay-up option for the off-season saves money.

What this site does not show

Premiums. Motorcycle rates are filed by each insurer in each state and depend on the rider; any single "average premium" for a state hides more than it shows, and none of the published averages we found cites its method. This site shows the public risk data and leaves the quote to the insurer.

Questions

Which state has the highest motorcycle death rate per registered bike?

Mississippi, at 18.9 motorcyclists killed per 10,000 registered motorcycles in 2023, followed by Texas at 17.9 and the District of Columbia at 15.8.

Does a low death rate mean cheaper motorcycle insurance?

Not directly. Insurers price on their own claims experience, the rider and the bike. A state's death rate is one public signal of injury risk, which is the largest part of motorcycle claims costs.
